Or you mean it is like a kois that fell into a storehouse of identical koisois and then one of them fell into two? That also does not seem to apply here, since in our case the amount of hair is such that we could say for sure that some of it has made it into some wigs. (I.e. the amount of hair discarded is less than the amount of original ta"z hair).
I meant the following: the sofek about psak and the question about rov are of different nature, and, according to my understanding, could not be applied on top of one another to form sfek sfeika.
